probably have dealt very severely with them, and the deporta-
-tion of a suspected alien would thus become tantamount to
his punishment without what we consider to be an adequate
trial. There are not wanting however those (among the best
informed) who maintain that the trial in the Chinese Courts is
an effective and on the whole a fair one, and who argue that
we are not responsible for the acts of a Foreign Power in
regard to its own subjects. I do not however feel able to
recommend more than is included in paragraph 1 above, viz.:-
that the Chinese Government should be furnished with photo-
-graphs and marks for identification of persons who have been
convicted of serious crimes by the Hongkong Courts, and who
are banished on release from Gaol, but that such persons
should not be handed over to the Chinese Government and
should be allowed complete liberty on arrival at their
destination on deportation.

received on the 21st. instant a visit from Taotai Wei Han and
Mr. Wu, who were delegated by His Excellency the Governor-
-General of the Liang Kuang Provinces to discuss with me
various matters on which co-operation between Canton and
Hongkong
